On the Java Bean Identity Page of the EJB Web services wizard, when you select the RPC/Literal radio button, and then click Back and Next, both the RPC/Literal and the Doc/Literal buttons are selected. This problem is mainly visual and can be easily worked around by reselecting any of those radio buttons.
