Probable causes for this failure include:

A problem with the X509 certificates used for the SSL handshake.

An external firewall blocking the connection from the Hardware Management Console to the service provider.
Write down the address and port from the error message and consult with network security to
determine what needs to be done to allow access to this address and port through the firewall.
Repeat the test.
If the failure continues to occur, contact your next level of support for problem resolution and
have them collect the /var/log/messages, the iqyylog.log, and cacerts files.
