The source of CER rule sets included by the application must not be changed "in place".
If you wish to use CER rule sets included with the application as the basis for your own rule sets, then you must clone those rule sets (and, transitively, their dependent and precedent rule sets) to your custom component. See Cloning CER Rule Sets for the steps to follow.
